   At noon on August 16, marking the official end of the three-and-a-half-month summer fishing moratorium in parts of the South China Sea and East China Sea, my country's coastal regions ushered in the annual spectacle of a massive fleet setting sail. Across Fujian, Guangdong, Hainan, and other areas, tens of thousands of fishing vessels weighed anchor and departed-a vast armada racing toward the fishing grounds to embark on a new season of harvesting the ocean's bounty.
